Progress claims cannot be submitted from the Connect web app. Claim submission is available in Connect Mobile — see Submit a claim.

How to submit a claim today
Use the Connect Mobile app on your phone. It works on site, and a claim submitted out of signal is queued and sent when you next have a connection.
If you can't use the mobile app, send your claim to the head contractor directly and they will record it on their side.
